Teresa Bowyer joined NHPF in 2025 as the Texas Regional Development Director based in Austin, Texas. She is passionate about finding creative solutions to address the growing affordable housing need in Texas and across the nation.
Ms. Bowyer has 15 years of experience in affordable housing development. During this time, she has directly sourced and/or led the development of over 800 affordable units across the state of Texas. She oversees projects throughout the various stages of the development life cycle, from site identification through construction completion and property stabilization. Ms. Bowyer is versed in a variety of multifamily rental and ownership financing programs, including LIHTC, HOME, CDBG, HUD, and local funding incentives. She co-developed and is a co-owner of Live Make Apartments in Austin, Texas.
Ms. Bowyer graduated Cum Laude from Trinity University in San Antonio, Texas with a dual Bachelor’s degree in Urban Planning and Political Science. In summer 2019, she lived in Amsterdam and attended the University of Amsterdam’s “Urban Studies: Planning & Living in Cities” course, where she studied international housing solutions with a cohort of students and practitioners from around the world.
